In 1963 Tomilea Allison, a native Californian, was newly arrived in Bloomington, Indiana, as a faculty wife (her husband, James, was a professor in Indiana University's department of psychology) with two young daughters. A few years later she found herself in charge of Senator Eugene McCarthy's Monroe County primary campaign for president of the United States. In 1977 she was asked to fill a vacancy on the city council. In 1983, after the sitting mayor was elected to Congress, she was chosen to take his place and served for thirteen years.

To all those who despair about the possibility of good government: Read this book about a mayor who made appointments based on competence not loyalty and then gave them support for innovation. Read about a mayor who gave all constituencies a voice. Business leaders who feared Tomilea Allison’s election came to see that her revitalization of downtown served their interests as well. Those living below the poverty line found their lives considered and improved. For the citizens, the formerly deserted down town became an arena for vibrant events. For those who loved nature, parks were revived and trees were planted. Though the book does not brag, the pages make clear that this was a mayor who knew how to structure a decision-making process that led to action. The voters of Bloomington, Indiana kept her in office for 13 years. The Accidental Mayor would be a wonderful text for college courses on government or public policy, but it is so well-written that anyone can enjoy this personal story told by a leader whose integrity and accomplishments are inspiring.

Smith As one of the three male cousins Tomi mentions on page 2, I'm the one who has the distinction of having two female cousins name Tomilea; one on the Croatian side go my genealogy and another on the Smith side. The Madera, California that Tomi describes in this book is now a thing of the distant past. I am the youngest of the cousins and I just clocked my eightieth year, but in a short few pages at the start of the book, Tomi captures the changing character of a small, rural, San Joaquin Valley town as it moved from the depression to the Second World War and on into the incredible world we know today. Tomi's political story is fascinating, offering an insider's view of an aspect of government that is seldom seen or written about--city government during a post World War Two period of extreme social change. An entertaining and readable narrative of accomplishment and personal achievement.

Mayor Transforms Dying Downtown By barbara carlson This engaging account of a mayor who transformed a small university city with a dying downtown into a flourishing city with a vibrant community life is a splendid textbook for anyone aspiring to public office. It is a testimony to the power of inspired leadership, determination, and hard work, along with humanity, wit, creativity and love, to affect the quality of city government, and the lives of its citizens. Mayor Allison served as consultant by request to several U.S. cities and received Special Recognition from the U. S. Conference of Mayors (1993).
